Several users of the new iPad report that while being being plugged to direct power, the battery failed to recharge when they run with CPU and GPU-demanding applications. Even worst than that, the battery gets empty overtime. It seems that Apple decided to keep the 10 W external charger introduced with previous iPad models, but it seems that it has trouble to catch up with hardware demands when running demanding applications. This decision to keep the same charger might have been defined by the limited size of the charger, the limited voltage that can be handled by the iPad circuitry, or the choice of saving time and money of validating a new charger.
